Schedule I substances, a category in which the Drug Enforcement Administration has placed drugs that have no currently accepted medical use and a high potential for abuse, are your forbidden fruit in Illville, where you build your empire. From scratch in the streets under the constant rain of Hyland Point, you will stand up from a minor hustler to become a drug lord, fighting against the most dangerous cartels, running away from the police dogs, and mastering illegal drug production. There is also a drug to create an intricate crafting system, such as meth cooked in secret labs or designer synthetics with peculiar effects—try new recipes to be in favor of the market.

Grab properties, hire dealers, and automate distribution to expand your territory while walking, skateboarding, or riding stolen cars through the city. However, your skyrocketing status means an increase in the number of people escaping the law: fights, gunfights, and betrayals are lurking around every corner. You can bring professionals on board, make alliances, and challenge the strength of your empire in co-op multiplayer as you take part in the game and face off the competitors to seize the power of the whole criminal underworld in Hyland Point at the same time.
